Palestine is in Western Asia claiming the West Bank (bordering Israel and Jordan) and Gaza Strip (bordering Israel and Egypt) with Jerusalem as the designated capital, although its administrative center is currently located in Ramallah. Palestine has a population of 4,816,503 as of 2016, ranked 123rd in the world.
The state of Palestine is recognised by 136 UN members and since 2012 has a status of a non-member observer state in the United Nations. It is a member of the Arab League, Organization of Islamic Cooperation, G77, and the International Olympic Committee and other international bodies.

GOVERNMENT
The Palestinian Civil Defence (only covering West Bank) will be the main focal entity under the Palestinian Authority. Their capacity is however currently not at a stage where they can coordinate or deliver any assistance to the population which is why WFP and other agencies have initiated a capacity building project with particular emphasis on logistics, emergency telecommunication and information management.
During any emergency in Palestine, coordination with the Israeli Civil Administration will be crucial in order to ensure humanitarian access.

HUMANITARIAN COMMUNITY
WFP has past experience with logistics cluster activation in Gaza during 2009 and 2014. Further to WFP's capacity to assist other agencies, UNRWA has their main role on the ground. For the remaining other agencies each one will rely on their capacity and assets in case of a major emergency.

There are two public institutions with relevance to food quality and safety in Palestine:
the Ministry of Health is the authority for Inspection and analysis of Food quality and safety, they set the national standards for the fortification of wheat flour and the Iodization of salt.
The PSI (Palestinian Standards Institution): is a public institution that seeks to ensure high competitiveness of Palestinian products, and facilitates trade, contribute to protect the health and safety of Palestinian citizens and environment, PSI represents Palestine in the International system of standards and metrology by developing Palestinian standards that are internationally harmonized by providing testing and inspection and metrology services as well as certifications and conformity marks.

The Institute has the following duties and responsibilities:
- Prepare and adopt Palestinian standards for products, and services; review, amend, replace and publish them.
- Grant conformity marks and compliance certificates and

National Customs Legislation and Regime
Customs regulations and procedures pertaining to importations into Palestine and Israel are determined within the framework of Israeli customs laws, international customs agreements, and the Paris Protocol signed between the Government of the State of Israel (GoI) and the P.L.O. (1994). The valuation of commodities for customs purposes is based upon the GATT (1994) agreement whereby the classification of goods is based upon the principles of the “Harmonized Commodity Description and Coding System”.
The Paris Protocol outlines the modus operandi of economic cooperation between the GoI and the P.L.O. and authorises a degree of autonomy for the PA to set customs policies and procedure for imports of certain commodities from Jordan and Egypt. According to the Paris Protocol, the PNA is also entitled to exempt duties and taxes for donations destined to institutions within the PNA (West Bank and Gaza). Export Defence law with reference to the Wassanger Arrangement limit the scope and of imports and transhipment through Israel to the West Bank and Gaza Strip. The political situation in Israel and the West Bank and Gaza Strip remains volatile whereby the West Bank and Gaza Strip are often subject to regular restrictions in importations.
There are two main authorities entitled to grant tax and duty exemptions for organizations with operations in Palestine. In Israel, the MSA and Beit El Civil Administration are authorised to grant tax exemption to 12 international organizations (including the ICRC and UNDP) which operate in Palestine. These twelve organizations are entitled to receive an exemption of duties according to article 17 of customs tariff and in accordance with agreements between the organization and the GoI. The PNA Ministry of Finance is entitled to grant tax and duty exemptions for international donations to institutions situated within the Palestinian Authority (West Bank & Gaza Strip) including UNRWA. Besides UNRWA, UNSCO and UNTSO all other UN agencies fall under the UNDP umbrella for requesting tax exemptions. As a member state of the United Nations, and in accordance with the 1946 convention on privileges and immunities, the GoI extends tax exemption privileges to the United Nations.
Aside from the aforementioned UN agencies, there are 132 international organizations which are registered with the Israeli Ministry of Social Affairs (MSA), entitled to maintain an office in Israel and East Jerusalem and/or allowed to work in Palestine. These organizations are entitled to import goods assuming they maintain an Israeli business registration number and/or import goods through a through a local supplier.

Exemption Certificate Application Procedure
Organizations registered with the Israeli Ministry of Social Affairs (MSA) are entitled to receive a tax exemption. They should complete the required form (No. 380) and send it alongside a stamped packing list, proforma invoice and copy of bill of lading to the Customs Office in Jerusalem (Givat Shaul). The average time required to obtain the required signatures and approvals for tax and duty exemptions is approximately two working days.
For requesting donation tax exemptions from the PNA Ministry of Finance, all requests should be addressed to the Director General of the Customs Excise and VAT department, Ministry of Finance. In order to request a donation exemption, the following documents should be sent to the National Coordinator of Exemptions, in Palestinian Customs, Excise and VAT department.

Transit Regime
After the discharge of the vessel at the port, all the containers are moved to the bonded warehouse outside the port within the 4 free days given by the Port Authorities.
The Customs Clearance agent start the clearance of this shipment with the Port Authorities (MoH, MoA, Security and Customs). This may take from 2-6 days.

Seaports
The Port of Ashdod - just 40 km from Tel Aviv, it is the closest to the country's major commercial centres and highways. Ashdod Port has been operating since 1965 and is one of the few ports in the world built on open sea.
The Port of Haifa - the Port of Haifa is the largest of Israel's three major international seaports, which include the Port of Ashdod, and the Port of Eilat. It has a natural deep-water harbour which operates all year long and serves both passenger and cargo ships. The Port of Haifa lies to the north of Haifa's Downtown quarter at the Mediterranean and stretches to some 3 km along the city's central shore with activities ranging from military, industrial and commercial aside to a nowadays passenger cruising facility.
The Port of Eilat - the Port of Eilat is the only Israeli port on the Red Sea, located at the northern tip of the Gulf of Aqaba. It has significant economic and strategic importance. The Port of Eilat was opened in 1957 and is today mainly used for trading with Far East countries as it allows Israeli shipping to reach the Indian Ocean without having to sail through the Suez Canal.
International airports
There are two international airports operational in Israel, managed by the Israel Airports Authority. Ben Gurion Airport serves as the main entrance and exit airport in and out of Israel. Ramon Airport being the second largest airport serves as the primary diversion airport for Ben Gurion Airport.
Road and Rail Transport
Roads - Transportation in Israel is based mainly on private motor vehicles and bus service and an expanding railway network. All facets of transportation in Israel are under the supervision of the Ministry of Transport and Road Safety.
Israel's road network spans 18,096 km (11,244 mi) of roads of which 449 km (279 mi) are classified as freeways. The network spans the whole country.
Route 6, the Trans Israel Highway, starts just east of Haifa down to the outskirts of Beer Sheva, about 200 km (120 mi). Route 1 between Jerusalem and Tel Aviv and Route 2 between Tel Aviv and Haifa are well maintained highways.
Rail - Israel Railways corporation Ltd., dba Israel Railways, is the state-owned principal railway company responsible for all inter-city, commuter, and freight rail transport in Israel. All its lines are standard gauge.
Light rail/subway- The 13-kilometre-long Jerusalem Light Rail system began operation in August 2011 and is being extended. The construction of the Tel Aviv Light Rail and the Tel Aviv Metro, serving Tel Aviv and surrounding cities, in underway and the first line, the Red Line, is set to open in 2023.[12] A significant portion of it will be underground.
Haifa's Carmelit, an underground funicular railway, is currently the only subway line in Israel. It is listed in Guinness World Records as the shortest subway system in the world, being the second smallest track network (after the Tünel in Istanbul,) but being the smallest "system" by virtue of being the only urban rail network in the city. The Haifa–Nazareth railway, a planned light rail system from Haifa to Nazareth, is planned to open in 2025, and a light rail system in Beersheba is currently planned.
Beginning in the mid-1960s, railway development stagnated, and a number of lines (notably, the Jezreel Valley railway and most of the Eastern railway) were abandoned altogether. Development restarted in the 1990s, the opening of Tel Aviv's Ayalon railway in 1993 signaling a new era of rail development. Lines include the high-speed railway to Jerusalem, an extension of the coastal railway directly from Tel Aviv to Ashdod through the north and a line from Ashkelon to Beersheba via Sderot, Netivot and Ofakim, as well as a complete reconstruction of the line from Lod to Beersheba. These and other extensive infrastructure improvements led to a 20-fold increase in the number of passengers served by Israel Railways between 1990 and 2021.
Excluding light rail, the network consists of 1,384 km (860 mi) of track and is undergoing constant expansion. All the lines are standard gauge and as of 2016 the heavy rail network is in the initial stages of an electrification programme.
The government of Israel, believing that freight rail transport in the country is underutilized, particularly with respect to container transport, has set a goal of doubling the amount of freight transported by rail by the middle of the 2010s decade and tripling it by the end of the decade. Its plan calls for an upgrade of the freight transport infrastructure, including more freight terminals, new or renewed sidings to factories and other customers, and the purchase of additional freight locomotives and freight cars. From an administrative perspective, Israel Railways' freight division will be spun off into a separate subsidiary, which will be 51% privately owned by a strategic partner committed to maximizing the railway's freight transport potential. The new subsidiary will be allowed to partner directly with other transport providers in the private sector to offer customers more cost-effective, flexible and complete transport and logistical solutions than those currently offered by Israel Railways.

2.1 Palestine Port Assessment (Israel)

Port Overview
Ashdod is the main port recommended for use by the humanitarian community and the economic gateway to the State of Israel. 40 km from Tel Aviv, it is the closest to the country’s major commercial centers and highways. Ashdod Port has been operating since 1965 and is one of the few ports in the world built on open sea. Ashdod Port handled around 1,612,000 TEUs in 2021. The cargo unloaded and loaded in 2021 amounted to 23.58 million tons. During 2005, Ashdod Port inaugurated Eitan Port, the country’s first fully computerized container port. One of the largest infrastructure projects ever undertaken in Israel, the Eitan Port is a deep-water port, includes a 1,150m extension to the main breakwater and 1,700m of new quays with water depth up to 15.5m. It was recently decided to build a rail terminal at Eitan Port, which will grant access to surrounding industrial centers. Ashdod Port provides customers with a full package of services including logistic services such as: Bringing ships into port and anchorage, providing full ship services; Unloading, storage and loading cargoes; Emptying and storage of containers. The Port’s vicinity has bonded warehouses, citrus fruit and agricultural produce warehouses, cold storage, a grain silo, container repair and cleaning services. An office complex at the Port’s in land terminal. ‘Eitan Port’ is among the most advanced ports in the world with its $6 million Terminal Operating Systems (TOS).

The TOS system
- The TOS System performs dock coordination, actual loading and unloading management in accordance with the ship’s layout and the supervision of work rate, identification, and solution of operating problems.
- From a central control room, the system commands the overall operation of the terminal:
- The process of unloading and loading of the ships.

Terminal Information
GRAIN AND BULK HANDLING
Three of the piers of the Port of Ashdod serve for the conveying of bulk cargo and various types of liquids.
The bulk and liquid piers are located in the southern part of the Port, the systems are fully computerized and operate under the most stringent safety requirements. The bulk facility is responsible for the export of minerals from Israel to Europe and America (except for acid to Asia and India).
The bulk facility operates 24 hours per day in 4 shifts under the “warm seat” method. The capacity of the warehouses is about 1 million tons and it includes additionally, a pool and acid tanks.
The facility has two piers for potash and phosphates and 4 for the loading of acid. The work rate at the bulk piers is between 500 and 1,200 tons per hour, in accordance with the type of cargo.

MAIN STORAGE TERMINAL
Overseas Commerce Ltd - Overseas Commerce Ltd. operates container terminals in the hinterland of the Ports of Ashdod and Haifa. Overseas facilities comprise a total area of 421,000 m2 of open and covered space. In addition, Overseas provides bonded and free storage services well as value-added services and distributions. Overseas provides management, storage and handling of goods under refrigerated conditions as well.

Port Overview
The Port of Haifa is the largest, leading port in Israel. It also serves as a regional transshipment hub. The port is located in a natural, protected bay. It consists of numerous terminals, enabling handling all kinds of cargoes as well as receiving large passenger ships. The Port is operated by the Haifa Port Company, which is a government corporation committed to continue operating as a growth engine for Israel’s economy and as a source of livelihood for the tens of thousands of employees and workers in the various circles operating in the Port.
The Port of Haifa contains cargo terminals and is capable of servicing many ships at once. A railroad freight terminal is inside the port and is used for transporting goods across the country. The port also features a passenger terminal, fishing wharf, yacht club, sports marina, and chemical terminal. The port opened the first phase in the "Carmel Port" expansion program in 2010 that involved the construction of a new cargo terminal which includes a 700m long wharf capable of handling 14,000 TEU container ships as well as the opening of a secondary 250m (820 ft) wharf plus adjacent support and storage areas. The new facilities will expand the port's annual container handling capacity by 500,000 TEU. Construction of this new terminal cost NIS1.8 billion (appx. US$500 million) and took five years to complete.

Terminal Information
GRAIN AND BULK HANDLING
The grain conveyance piers serve the "Dagon" Israel Granaries Company.
Grain is moved by three unloaders which convey the grain directly to the storage silos. "Dagon" Granaries have a nominal capacity of 90,000 tons and are used for the unloading, storage and onward transportation of grain by train and truck.
The granaries are managed and operated by the "Dagon" Israel Granaries Company Ltd. and owned by the Israel Port Authority.
Three mobile unloaders, two pneumatic and one mechanical, operate on the quay where water depth reaches 13.3m. They unload grain from ships and transfer it to the grain silo by a usage of conveyer belts installed inside concrete bridges that stretch over the Port. The three unloaders have an operational capacity of approximately 1,800 tons per hour. The mechanical unloader was built locally according to an Israeli development which has since been patented in most of the world's industrialized countries and which has a capacity of some 1,200 tons per hour. The pneumatic unloaders are new and each one has an unloading capacity of some 600 tons per hour.
Stored grain is loaded onto railcars and trucks at a rate of up to 15,000 tons a day.
The silos operate 24 hours a day except for the Sabbath and religious holidays.

MAIN STORAGE TERMINAL
Overseas Commerce Ltd. operates container terminals in the hinterland of the Ports of Ashdod and Haifa. Overseas facilities comprise a total area of 421,000 m2 of open and covered space. In addition, Overseas provides bonded and free storage services well as value-added services and distributions. Overseas provides management, storage and handling of goods under refrigerated conditions as well.

State of Palestine - 2.1.3 Port of Eilat (Israel)
Port Overview
The Port of Eilat is the only Israeli port on the Red Sea, located at the northern tip of the Gulf of Aqaba.
The Port of Eilat was opened in 1947 and is today mainly used for trading with Far East countries. It allows Israeli shipping to reach the Indian Ocean without having to sail through the Suez Canal.
Ship traffic at Eilat is relatively low (compared to Israel's two large seaports on the Mediterranean). One reason is that Eilat is situated at a considerable distance from the center of the country. Another is the fact that unlike the country's other main seaports, Eilat's is yet to be served by a railway line (the nearest railhead is located 180km to the north).
The port of Eilat is mainly used for the import of vehicles from the far east.

The main airport for Israel is Tel Aviv- Ben Gurion Airport, Ben Gurion Airport, commonly known by its Hebrew acronym as Natbag, is the main international airport of Israel and the busiest airport in the country, located on the northern outskirts of the city of Lod, which is about 45 km northwest of Jerusalem and 20 km to the southeast of Tel Aviv.
Another international airport, Eilat’s new Ramon Airport has officially opened just 18 km north of the city Eilat as of January 21, 2019. The new Ramon Airport has replaced the two existing airports in Eilat, Eilat City Airport and Ovda Airport, and creates a new international gateway to Southern Israel and the Red Sea. The Ramon Airport is expected to handle up to 2 million passengers a year upon opening with expansion allowing capacity of up to 4.2 million passengers by the year 2030. All domestic flights to the old Eilat City Airport from Tel Aviv and Haifa have now moved to the new Eilat Ramon Airport, whilst the airport will also begin handling low-cost and charter flights from Europe which previously arrived to Ovda Airport.
There are several small airports all over Israel – Rosh Pina, Haifa and Herzelia. Also, in the past there was an airport to the north of Jerusalem which called Qalandia Airport, which was closed from a long time ago and now the plan is to change the area into an Industrial Zone Area. Also, all over Israel there are roads that can be used as an airport during the emergencies.

The Civil Aviation Authority is an integral part of the Ministry of Transport and is responsible for the licensing and monitoring of the Civil Aviation sector. Airport Overview

The airport has evolved and prospered ever since, with passenger and air traffic figures constantly rising. The Airport has two main terminals: Terminal 3 for international flights and Terminal 1 for domestic and low-cost international flights.

The Airport is accessible to disabled passengers and provides passenger service and special VIP services. The terminal features all key facilities of a modern airport terminal including a duty-free store, foreign exchange, information, and transportation services.
Ramon Airport is 18 km north of Eilat and will eventually be served by a rail link but for the time being there will be shuttles from Ramon Airport to Eilat for the 10-minute journey to the city.

Advanced technologies are being implemented throughout the airport, covering security, operations and management. The airport will maintain the most advanced baggage screening system available, HBS (Hold Baggage Screening), which sorts 100% of passenger baggage Control and monitoring of ground traffic will be managed by the A-SMGCS (Advanced Surface Movement Guidance and Control Systems). Surveillance data is integrated with Sensis Safety Logic conflict detection and alerting algorithms, as well as the Electronic Flight strip system (EFS) for flight plan information and other air traffic control data. The overall management of the airport will be supported by the micromanagement platform ORAT – Operational Readiness, Activation and Transition.
2.2.3 Haifa Airport (Israel)
Airport Overview
Haifa Airport, also known as U. Michaeli Airport and named after Uri Michaeli (1900-1976), was established in 1934. The airport is located at the eastern entrance to the city of Haifa, adjacent to the Kishon River and Israel Shipyards.
In 1998, a new and innovative terminal was opened at the airport.
- In 2014, the new northern entrance to the terminal was opened.
- In 2016, the construction of a new parking space for light aircraft on the east side of the airport is scheduled to be completed.
- There are two companies operating in the airport: Lahak Aviation and FNA
The terminal is open for service for passengers from 06:30 AM.
Airport activity hours:
- Sundays, Thursdays: 08:00—22:00.
- Mondays, Tuesdays and Wednesdays 08:00-20:00.
- Fridays and holiday eves: 07:00-19:00.
- Saturdays and holidays: 08:00-23:00.
Flight requests outside of the usual activity hours should be submitted to the airport management at least 24 hours in advance.
*Since the closure of the main National A/Ps Sde-Dov in Tel Aviv and Eilat (Herzelia is next to be closed), Haifa A/P is not operational for commercial flights.

There is no rail network in the West Bank and Gaza Strip. Israel Railways (Hebrew: רכבת ישראל "Rakévet Yisraél") is Israel's government-owned national railway company and is responsible for all inter-city and suburban railway passenger and freight traffic in the country. It utilises the standard gauge in all its lines. The network is centred on the coastal plain from where lines radiate out from Tel Aviv in many directions.
Israel Railways divides its routes into several operational lines:
- Inter-City Service: Nahariya - Haifa - Tel Aviv - Ben Gurion Airport - Lod - Be'er Sheva
- Suburban Service: Haifa - Qiryat Motzkin
- Suburban Service: Binyamina/Netanya - Tel Aviv - Rehovot
- Suburban Service: Kefar Sava - Tel Aviv - Jerusalem/HaRishonim
- Suburban Service: Be'er Sheva Tzafon (North) - Dimona
- Suburban Service: Hod Hasharon - Tel Aviv - Rishon Le Zion
- Suburban Service: Binyamina - Tel Aviv - Ashdod - Asheklon
The line from the Jerusalem Central Bus Station was extended so that it will connect with the historic (now upgraded) railroad that already reaches Southern Jerusalem. The ride on the new high-speed line from Tel Aviv to Jerusalem will take 28 minutes.
The activities of the cargo division in Israel Railways focuses on the transportation of cargo where transportation by train has significant advantages: containers, minerals, phosphates, hazardous materials, grains and waste. The transportation of cargo is carried out using cars of different types: flat modular car for carrying 20 ft and 40 ft containers, closed car for transporting bulk, aggregates and minerals, and a tanker car for carrying liquids. The area of activities of the cargo division in Israel Railways spans from the Dead Sea Works in Tsefa / Rotem / Nahal Zinn / Oron and Ramat Hovav in the south and up to Haifa in the north. The cargo terminals are located in strategic areas near centers of activity such as Tsefa, Ramat Hovav, the Port of Ashdod, Bnei Brak, Hadera west and ICL fertilizers in Haifa.
Operational Sites for Routine Operations:
- Haifa transportation center - Operating cargo trains between Haifa and factories in the north as well as the southern stations.
- Ashdod/Lod transportation center - Operating cargo trains between Ashdod and Haifa and from Ashdod to the south.
- Ashdod port - There are three private terminals in the
Ashdod port which have a track junction with the railway tracks.
The terminals are:
- Overseas terminals - Conterm terminal and Marine containers terminal
- Dimona transportation center - Operating cargo trains from the southern stations Nahal Zinn, Tsefa and Oron to Ashdod and Haifa and between the Zinn factory and Tsefa. In addition to the transportation centers at the stations Beer-Sheva, Bnei-Brak and Binyamina.
Proposed rail lines to the PNA:
Recent talks between Israel and the Palestinian Authority have raised the possibility of reviving the old line from the Gaza Strip to Tulkarm and/or building a new line from Gaza to Tarkumia (near Hebron). The purpose is to securely transport people and goods between Gaza and the West Bank through sovereign Israeli territory as well as for transporting cargo to and from the Israeli port of Ashdod destined to the PA. Another proposed line would involve the revival of the old Hejaz railway branch from Afula to Jenin. Most of the transportation activities focus on transportation of the following: phosphates, potassium, coal, nuclear substances, gravel, containers, phosphoric acid, sulfur and crude oil. The Israel Railway serves as an overland bridge between the ports of Haifa and Ashdod

3 Palestine Services and Supply
The following sections contain information regarding logistics services for the Palestine LCA.
3.2 Palestine Transporters (Israel)
The Ministry of Transport handles road safety; operation of traffic services; and maintaining international air, sea, and overland links. Land transport departments include the Licensing Division, Vehicles Division, Traffic Division, Road Safety Administration, and Financial Supervision Division. The Shipping and Ports Administration handles maritime transport, and the Civil Aviation Administration handles air transport. The Meteorological Service covers all three areas. Units subordinate to the director-general include Planning and Economics, Legal Counsel, Public Relations, Internal Auditing, Finance, and Emergency Arrangements. The Israeli Airports Authority and the Ports and Railways Authority have a special status as corporations established by law.
All transporters have a wide range of modern equipment available and it's simply an issue of getting a good price.

State of Palestine - 3.1 Palestine Fuel
Fuel Overview
The country is not an oil producer. All the fuel is imported through the Israeli ports of Ashdod and Haifa.
Within Israel there are many fuel stations and no problem with access to fuel. Within the West Bank there is fuel available in major towns and cities. In the Gaza Strip the main issue is the overall supply of fuel from Israel to Gaza which has been hindered by the Government of Israel since June 2007.
In the Gaza Strip, the UN receives emergency fuel through UNRWA or UNSCO in times of crisis; however, there is also a possibility to make a deal with the local fuel supplier in Gaza to cover emergency needs.
During time of crises, the WFP-awarded commercial transporters inside the Gaza Strip don’t have problems with getting fuel from the UNRWA fuel station for transportation of humanitarian cargo, but this should be coordinated with UNRWA in advance.

Fuel tanks collect the fuel at the various ports and all internal transportation is done by the fuel trucks.
Standards, Quality and Testing
In Israel, the Israeli authorities are responsible for the fuel quality in all the fuel stations. The authorities also inspect all fuel stations to make sure that they are operating according to the standards. In the large cities of the West Bank, the Palestinian Authorities check fuel quality.

The market includes both fresh and processed foods and consists of different segments: the dairy products & Eggs segment covers animal products, the Meat segment covers animal products, the Fish & Seafood segment, Fruits cover fresh (processed and frozen), the Vegetables segment (processed and frozen), Bread & Cereal products, Oils, Sauces and Spices.
The cultivation of fruit trees is the key segment of the production of plants in Palestine. The main fruit trees of Palestine are grapevines, olive trees, citrus, figs, and almonds. In the West Bank of Palestine, the grapevines form the second among the major fruit crops. In Palestine, more than 30 different vegetable crops have been planted. The type of agriculture that takes place in Palestine is yearly and cyclic agriculture such as grains and vegetables. In the Gaza Plain, Marj Ben Amer and some of the inner plains grain plantation was grown.
Primary estimates for GDP at constant prices showed an increase of 5% in Palestine during the 4th quarter of 2021, mainly in Agriculture, Forestry, and Fishing by 19%, compared to the previous year.
The sector employs a continuously shrinking share of the workforce that is leading to the replacement of agricultural land with industrial projects.
The local mills in Palestine (West Bank and Gaza) are producing wheat flour for the local market, on the other side the manufactories are producing dairy products (milk, white cheese, and labneh) and exporting the dairy products to Jordan but in a high cost as the products are saved in the refrigerators. Palestine has one salt factory in the Dead Sea for producing natural salt and has farmers for eggs as well.
Palestine imports vegetable oil, rice, sugar, lentils, and chickpeas, as well as canned pulses, canned tuna, and sardines.

Overview
Palestine is a limited agricultural producer in the Middle East and all over the world. It is a good producer of olive oil, dates, and grapes.
The share of household expenditure allocated to food and beverages will remain high due to the current high prices of all production and consumer materials.
No mentioned cases of direct foreign investment in food and beverages in Palestine due to the fluctuating situation. All the investments are owned by the national citizens.

Retail Sector
The food retail sector in Palestine can be put into two major groups: organized and unorganized retailers. Organized retailers include multi-format retailers, local or regional supermarkets, and discount retailers. Unorganised retailers, also called the traditional market, constitute smaller, individual convenience stores called bastat in different compounds.
The Palestinian retail market mainly consists of traditional players, despite the steady growth of local and international chain stores and recent acquisitions and mergers. Some of the biggest retailers include the likes of the Turkish Plaza Malls, and the French retailer Carrefour.
